Matthias Luther studied electrical engineering at the Technical University of Brunswig, Germany. He received his PH.D. in the field of electrical switchgear.
In 1993, he started his profession in the electricity industry at PreussenElektra AG, Hanover, Germany. Until 1998 Dr. Luther was responsible as a manager for various European projects. From 1998 - 2000 he was in charge of network development and customer services in the Engineering and Sales Department of PreussenElektra Netz GmbH, Hanover, Germany.
During 2001 – 2004, Dr. Luther was the Head of the Network Planning Department of E.ON Netz GmbH, Bayreuth, Germany. Following the nomination by the Union of Transmission of Electricity (UCTE), Brussels, Belgium, he was the Project Director of the UCTE-IPS/UPS Feasibility Study until 2008.
Since the beginning of 2009 Dr. Luther is in charge of International Relations and System Studies of E.ON Netz GmbH.
He is a member of several national and international associations, institutions and panels.

Pierre Bernard got his law degrees from the Universities of Brussels (ULB-Belgium)
and Ottawa (Canada). He started his career as a lawyer in Montreal (Canada) in 1985 and
specialised in foreign investment, competition and trade matters. He joined in 1995 the
Belgian world leader in hunting and related sporting goods products and made it to Deputy
CEO in charge of Outdoor products sales and legal & regulatory affairs. Afterwards,
he joined the then to become Belgian transmission system operator just before the
incorporation of Elia, in January 2001, as Head of the Legal Department and became,
in 2003, also Secretary General of Elia. As such, he actively participated in the
organization of Elia as an independent company, in the drafting of the Federal and
Regional grid codes in Belgium and contributed to other legislative texts, drafted
also the first grid contracts, etc. P. Bernard has been designated in 2004 as Convenor
of the ETSO Task Force "Network of Experts on Legal and Regulatory Issues (L&RI TF)".
He has extensive international experience and has published various contributions in
this field.

Mr. Juan M. Rodríguez studied electrical engineering at the Universidad Pontificia
Comillas (Madrid). In 1990, he joined Red Eléctrica de España, S.A., Spain where he is
presently Head of Studies for Network Department.
Previously he has been Head of International Institutions Coordination (2002-2005) and
Head of Studies for Network Department (1998-2002).
His experience lies in the area of planning and operation of power systems. He conducted
reactive power and voltage control, stability and power quality related analyses and studies.
In the stability field, he participated in the studies of the Spain-Morocco Electrical
Interconnection, the extension of the synchronism to North-Africa and the integration
of wind generation in the power system.
Currently, He is convener of the UCTE Network of Experts on Wind Power.

From 1997-1998 he was engineer for protection systems and grid operation. Until 2001 Andreas Menze worked at the PreussenElektra Engineering GmbH, Gelsenkirchen, Germany. Here he was involved in several international network studies. Afterwards he was with the Network Planning Department of E.ON Netz GmbH, Bayreuth, Germany. From summer 2004 to the end of 2008 he was the Advisor to the Project Manager of the UCTE-IPS/UPS Feasibility Study.

Dr. Eckhard Grebe studied electrical engineering at the Ruhr-University of Bochum, Germany and received his PH.D. in the field of Powers System Dynamic at the University of Dortmund.
In 1983, he started as project manager for Power System Planning in the electricity industry at Rheinisch Westfälisches Elektrizitätswerk AG, Essen, Germany.
Dr. Grebe was responsible as a project manager for different European network studies.
From 1993 to1996 he was head of the department for Power Quality, Electric and Magnetic Fields. Since 1996 he is head of the Powers System Analysis department at RWE Energie, RWE Net, RWE Transportnetz Strom.
He has a professorship at the Ruhr-University of Bochum in the field of Power System Stability. Dr. Grebe is member of several national and international institutions

Dan Preotescu was born in Bucharest, Romania. He graduated at the “Politechnica” Institute of Bucharest in 1986. He received the degree of Ph.D. in 1999 form the “Politechnica” Institute of Bucharest.
His employment experience comprises the Institute for Studies and Power Engineering, trading companies and the Romanian TSO – NPGC Transelectrica. His special fields of interest include network planning and reliability.
He is active in several international projects such as:
Black Sea Transmission Planning Project (in the position of the Project Manager),
SECI Project Group on Development of Interconnection of Electric Power Systems of SECI Countries for Better Integration to the European System.
Presently Dan Preotescu is working at the Romanian TSO as Director of the Network Planning Division.
